Christchurch Southern Motorway

Application Overview:

Transit New Zealand is seeking resource consents to duplicate and extend the Christchurch Southern Motorway and link it via an upgraded arterial road to SH1.

The proposed motorway would be approximately 10.5km long, and would include a number of overpasses, underpasses, new intersections and cycle and pedestrian connections. It would involve changes to a number of existing roads:

  • Halswell Junction Road
  • Awatea Road
  • Carrs Road
  • Wigram Road
  • Magdala Place
  • Curletts Road, in Halswell and Wigram, Christchurch.

It would also involve the modification and crossing of waterways, excavation of historic landfills, the discharge of contaminants (dust, landfill gases, odour) to air, and the discharge of water, stormwater and contaminants to ground and surface water during the construction and operation of the motorway.

As part of the construction programme, a number of temporary construction management areas would be established along the route. These areas would contain site offices, machinery and fuel, and stockpiled construction materials.

The applicant proposes to mitigate adverse environmental effects using a Contractors Environmental Management Plan (CEMP). It is proposed that this over-arching plan would contain the following management plans:

  • Dewatering, Erosion, Sediment and Dust Control Plans;
  • Landfill Management Plans;
  • Hazardous substances and Spill Contingency Plan.

Applications to Christchurch City Council

Applications for the CSM have also been made to Christchurch City Council.  These applications are for a notice of requirement to alter an existing designation and to create a new designation, and land use consents associated with the construction of the proposed CSM.
