Kaiapoi Clean Air Zone 1 - Homes with an existing open fire or an enclosed burner
Open fires
The use of open fires in Kaiapoi is banned from use without a resource consent, from May 2011. Anyone using an un-consented open fire may receive a $300 fine.
Before this date, you may only use dry wood with a moisture content of less than 25 % or paper and cardboard.
Enclosed burners
The use of enclosed burners that are 15 years or older in Kaiapoi is banned without a resource consent. Anyone using a burner that is 15 years or older may receive a $300 fine.

Replacement heating options
No resource consent necessary:
- Heat pump
- Nightstore heater
- Fixed-flued gas or liquid fuel (including oil and diesel) heater.
- Pellet fires approved by Environment Canterbury as listed on our approved burners list
- Low-emission burner approved by Environment Canterbury as listed on our approved burners list.
Resource consent necessary:
Building consent
Most burners with a flue, such as all woodburners and pellet fires (but not flued gas heaters), will need a building consent from the Waimakariri District Council.
Kaiapoi Clean Air Zone 1 - Homes without an open fire or enclosed burner (including new)
Replacement heating
Homes which have had an open fire or enclosed burner removed
If your home had an open fire or an enclosed burner which was in place as of 31 December 2007, you may install a low-emissions burner or pellet fire listed on our approved burners list, without the need for resource consent.
New dwellings
An open fire or enclosed burner may not be installed in a new dwelling within Kaiapoi Clean Air Zone 1.

- Night store heater
- Fixed-flued gas or liquid fuel (including oil and diesel) heater
- Pellet fire approved by Environment Canterbury as listed on our website approved burners list.
Resource consent necessary:
Building consent
Most burners with a flue, such as all woodburners and pellet fires (but not flued gas heaters), will need a building consent from the Waimakariri District Council.
Kaiapoi Clean Air Zone 2 - All homes within Zone 2
Presently there are no rules banning existing open fires, woodburners or other solid fuel burners in Kaiapoi Clean Air Zone 2.
However, you may only use dry wood with a moisture content of less than 25 % or paper and cardboard.
Other heating options
No resource consent necessary:
- Heat pump
- Nightstore heater
- Fixed-flued gas or liquid fuel (including oil and diesel) heater.
- Low-emission burner approved by Environment Canterbury as listed on our approved burners list
- Pellet fire approved by Environment Canterbury as listed on our approved burners list.
Resource consent necessary:
- Any burner not approved by Environment Canterbury
- Any pellet fire not approved by Environment Canterbury
- Any open fire
- Any coal burner
- Any multi-fuel burner.
Building consent
