Environment Canterbury has produced two application guidebooks for stormwater discharges called "The Calm Before the Storm - Application Guidebook for Stormwater Discharges"
They are both intended for use by developers and/or their consultants who prepare resource consent applications for the discharge of stormwater in the Canterbury region. The information aims to help the industry meet Environment Canterbury requirements for stormwater discharge consents, by outlining the acceptance criteria and information required to audit and process consent applications quickly and efficiently.
This is particularly due to the guidebooks catering for the specific potential effects associated with stormwater discharges. When used appropriately, this guidebook may reduce the need to request further information under Section 92 of the Resource Management Act 1991 (the Act).
One guidebook is to be used for applications where stormwater is discharged onto land where groundwater may be affected. If the stormwater discharges are onto land where surface water is the final receiving environment, you should use the guidebook for discharges into surface water.
And the other guidebook is to be used for applications where stormwater is discharged into surface water, or onto land where it may / will enter surface water e.g. into an ephemeral gully, pipe network etc.
